Board Members

Max Villalobos currently leads Kaiser Foundation Health Plan and Hospitals operations in North County, as the Chief Operating Officer.  His role includes oversight of Kaiser Permanente’s North County membership growth strategy and delivery system expansion. He is responsible for developing strong partnerships with Kaiser Permanente’s contracted health care partners in the North County.
 
Prior to his role in San Diego, Mr. Villalobos was senior vice president and area manager for Kaiser Foundation Health Plan/Hospitals Napa-Solano.  From 2010 to 2014, he led the health plan and hospital operations for two hospitals -- Kaiser Permanente Vallejo and Vacaville -- plus the Kaiser Foundation Rehabilitation Center in Vallejo.   Mr. Villalobos was responsible for the provision of health care services to 250,000 Kaiser Permanente members in Napa and Solano counties. 
 
Mr. Villalobos began his career at Kaiser Permanente in 1996, and in 2006 he became the senior vice president for the South Sacramento region. Under his leadership, the South Sacramento Medical Center became the first Kaiser Permanente hospital in the nation to fully implement KP HealthConnect, a new electronic medical record.  In 2009, Mr. Villalobos led the effort to open the south area’s first – and Kaiser Permanente’s first – Level II Trauma Center.
 
Prior to his roles at Kaiser Permanente, Mr. Villalobos acquired more than 15 years of experience in health care administration through a variety of health care leadership roles, including assistant vice president of support services for The Hospital of the Good Samaritan in Los Angeles, and director of support services for Cedars-Sinai Medical Center, also in Los Angeles.
 
Mr. Villalobos earned a master’s degree in Health Care Administration from the University of Southern California and a bachelor’s degree in Business Administration from the University of Phoenix.
